However, the two required teacher recommendations should come from teachers who know you well at the time you apply. A 9th or 10th grade teacher would be acceptable so long as that teacher knows you well currently and can write about you as a student today and not simply how you were several years ago in his or her class.

I agree with Ben's response and would also remind applicants that your teacher recommendations really need to provide good information on who you are as a student in the classroom. It's fine if teachers also refer to your engagements beyond the classroom, but it's most important for them to let us know about your academic accomplishments and the qualities that you add to the classroom environment (we'll learn about your engagements beyond the classroom from other parts of your application).
